The Park & Ride sites are owned and operated by the County Council, and the services are operated by Stagecoach. According to the County, the rise of 30p consists of a 10p rise to cover Stagecoach's increased operating costs, and 20p to cover increased costs to the County for staffing, cleaning, maintenance etc. The 10p bit doesn't seem obviously unreasonable, though I don't know any details. I'm taken aback by the extra 20p the County says it needs. There's no obvious reason for such a massive increase in their costs. It might be interesting to see if they can give a good account of this increase. In the meantime, two things to bear in mind:
1) The ruling group on the County Council are notoriously poor at financial management (see education, social services)
2) Said ruling group are all Tories. None of the county councillors elected in Cambridge city itself are Tories: they're all Labour or Liberal Democrat. Thus, none of us here in Cambridge can do more than we're already doing to vote them out (see, e.g., Scottish constitutional debates of the 1980s and 1990s).
In general, transport policies for Cambridge are determined by the County Council, and detailed implementation is carried out by the Area Joint Committee, composed of members from both the City and County Councils. The upshot of which is that the County Council gets to do what it wishes with Cambridge transport, however popular or not those plans might be, and the City Council gets to take the blame. I think it's called "partnership".
