That's the comic strip in the latest issue of Doctor Who Magazine. (Nip into WH Smiths and take a peek at it: the drawings of Lewis are particularly brilliant.)

One of the novels had the Doctor infiltrating a group called the Smudgelings: Mad Dogs and Englishmen by Paul Magrs.
