I think it was obvious that Roy loved the girl's mother, but he didn't behave well with Jasmine, possibly due to her withdrawal and his inexperience with children. I don't think he was a bully like the schoolkids; his scenes with the mother at the BBQ were sympathetic.
I do like kalypso_v's ending, and it would have given resonance to the 'loving forever' or 'till we die' thing (can't remember the words) that Jack had thoughtlessly promised her.
It's not just the horror I don't like in Torchwood, it's depressing nature of it (defeat and lack of hope) but I know I'm in a minority here since most people like B7 for those very reasons.
